Background
Bids were received at 10:00 a.m., May 21, 2013, for Project No. 12-07. One bid was received with a bid price of $369,700. The Engineer's estimate and the bid received are as follows:

After talking with other contractors, the reason that only one bid was received was the work schedule. Many contractors have their summer work schedule lined up and that a fall bid schedule would be better. Due to the bid being substantially higher than the engineer estimate, I recommend that the bid be rejected, the bid bond returned to the bidder, and the project be re-bid at a later date.

By motion, approve the resolution.

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 12-07, said bid was received on May 21, 2013, opened and tabulated according to law, and the following bid was received complying with the advertisement:

AND WHEREAS, the bid is substantially higher than the engineer's estimate for the project.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. The sole bid is hereby rejected, and the City Clerk is hereby authorized and directed to return forthwith the bid bond submitted by the bidder.
