Background
In February 2018, the City Council approved a conditional use permit that allows for the construction of a new elementary school for the Anoka Hennepin School District on the northwest corner of Lever Street and 125th Avenue. The proposed school will serve Pre-K through 5th grade students and it will be approximately 136,000 square feet.
As part of the resolution of approval for the conditional use permit (Res. 18-24), a plat was required to establish easements over wetlands, storm water areas, streets, trails and right-of-access for the project.
This application includes a final plat for 1 (one) lot on the 38-acre parcel. All easements have been incorporated on this plat.
Park dedication has already been paid for the school with the issuance of the conditional use permit and as part of the school district’s submittal for a building permit.
The final plat is consistent with the approved preliminary plat, Resolution No. 18-111.
Recommendation
By motion, approve the Resolution.

WHEREAS, an application has been filed by Anderson-Johnson Associates, Inc. as subdivision Case No. 17-0052; and
WHEREAS, said case involves the division of land in Anoka County, Minnesota, described as follows:
THE SE1/4 OF SW1/4 OF SEC 1 TWP 31 RGE 23, EX RD, SUBJ TO EASE OF REC
WHEREAS, the Blaine City Council granted preliminary plat approval on June 7, 2018, subject to the stipulations as contained in Blaine City Council Resolution No. 18-111; and
WHEREAS, the applicant has submitted a final plat in general conformance with the approved preliminary plat.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that final plat approval for Anoka Hennepin Third Addition per Section 74-43 of the subdivision regulations is hereby granted subject to the following conditions:
1. The Mayor, City Clerk and City Manager are hereby authorized to execute any and all necessary documents, agreements and releases related to the approval, recording or administration of Anoka Hennepin Third Addition.
2. Site plan approval is required prior to issuance of building permits for the school.
