PROPOSED 2014 PAVEMENT MANAGEMENT PROGRAM
 
Background
The Engineering Department has begun selection of streets for the 2014 Pavement Management Program (PMP).  Following the plan that was adopted in 2010, streets have been selected based on street condition ratings and consist of a mix of Municipal State Aid Streets (MSAS), bituminous overlays and reconstructions.  Engineering staff has developed a rough cost estimate for the proposed streets and the Finance Department is updating the PMP capital improvement plan to reflect the latest cost estimates.  Once the PMP has been updated, the list of street projects will be presented to the Council for authorization to begin preparation of feasibility reports.  
 
The following projects are being tentatively proposed for 2014 with estimates of approximate construction cost:
 
·      MSA Streets
o      Jefferson Street from 125th Ave to north city limits - $615,000
o      Able Street from 89th Ave to County Road 10 - $610,000
o      Naples Street from 95th Ave to 101st Ave - $300,000
o      Harpers Street from 126th Ave to 128th Ln- $375,000
·      Bituminous Overlay
o      Various city streets (see map) - $450,000
·      Partial Reconstruction
o      D. Erickson 4th Addition streets - $285,000
- 129th Lane from Johnson St to Lincoln St
- 130th Avenue from Johnson St to Lincoln St
- 130th Lane from Johnson Street to Lincoln Street
- Johnson Street from 129th Ave to 131st Ave
- Lincoln Street from 129th Ln to 130th Ln
- 131st Avenue from east of Johnson St to cul de sac
o      92nd Circle from Woodland Rd to cul de sac - $60,000
o      East Central Avenue Service Road from 87th Ave to 89th Ave - $200,000
o      Jackson Place subdivision - $220,000
- Jackson Street from 99th Ave to 160' south of 101st Ave
- 99th Lane from Jackson St to 99th Cir
- 99th Circle
o      93rd Lane Industrial Park Area Street Improvements, Phase 3 - $625,000
- Radisson Road from Baltimore Street to 93rd Lane Extension
- Eldorado Street from 91st Avenue to Radisson Road
- Hastings Street from Radisson Road to cul de sac
 
            
The MSA street projects would be funded through a combination of assessments to benefitting properties and MSAS Improvement Program funds.  The bituminous overlays and partial reconstruction projects would be funded through a combination of PMP property tax levies and assessments to benefitting properties.
 
In addition to the above 2014 Pavement Management Program, the Engineering Department is in the process of reviewing streets for the 2014 Sealcoating Program which is funded by the general fund ($100,000) and is separate from the Pavement Management Program.

Discussion
·      Is the Council comfortable with the proposed streets and the size of the proposed 2014 project?  
·      Upon Council direction regarding the above items, staff will proceed with finalizing the project selection for the 2014 Pavement Management Program and bring the projects forward to a future Council meeting for further action.
