Council is requested to approve an amendment, in the amount of $49,223.00, to the contract with Barr Engineering for professional services for design of Water Treatment Plant 1-3 system improvements, Improvement Project No. 20-24
Background
The City Council awarded a contract, in the amount of $94,600.00 to Barr Engineering on December 7, 2020 with Motion 20-126 to conduct planning and design for general maintenance and aesthetic improvements to Water Treatment Plants 1-3. The project began with an inspection and condition assessment of each plant to identify what items needed repair, maintenance, or upgrades, and was then intended to include developing bidding documents for the work to perform those tasks. At the same time, Barr prepared five “mini-feasibility studies” to inform upgrades to flow meters, automatic valves, backwash reclaim systems, chlorine disinfection and dehumidification.
During the study of the backwash reclaim systems it was determined that there were more underlying issues than simple equipment repairs and upgrades. These issues created a significant change to the project scope, requiring significantly more study, testing and design than was originally anticipated.
The attached proposal details the changes to the scope of the original contract and the additional work needed to complete the project. Staff has reviewed the contract amendment and determined that the fees are justified and reasonable.
Strategic Plan Relationship
This action relates directly to the City of Blaine Strategic Plan Item No. 6 - Well Maintained Infrastructure and Desired Outcome - Reliable Utility Systems. This work will improve the conditions of our three existing water treatment facilities to meet the system demands and maintain the quality of our infrastructure.

Financial Impact
The contract amendment attached is $49,223.00. The total budget appropriated to date for water treatment plant improvements is $3 million; the total project budget is $5.6 million. The current appropriated budget is adequate to cover the contract cost.
Staff Recommendation
By motion, approve the amendment the contract with Barr Engineering for additional services in the total not to exceed amount of $49,223.00 and authorize the City Manager to sign the amendment to the contract.
