ADOPT 2017 CHARITABLE GAMBLING FUND BUDGET
Background
Staff presented a proposed 2017 Charitable Gambling Fund Budget for discussion at the September 8, 2016 Council Workshop where Council reviewed the proposed budget and the estimated fund reserves. At Council’s direction, a follow-up discussion was held at the October 13, 2016 Workshop in which spokespeople for a number of charitable organizations that receive funding through the Charitable Gambling Fund presented summaries of their programs. Pursuant to Council direction following the October 13 Workshop, staff has appropriated funding for 2017 for those organizations listed below. A summary of the budget is as follows:
• Total Revenue budgeted for 2017 equals $142,000, an $18,000 increase over the 2016 Adopted Budget.
• Total expenditures equal $152,250. Specific allocations for each year are as follows:

Recommendation
By motion, approve attached resolution.

WHEREAS, the proposed Charitable Gambling Fund Budget for the fiscal year commencing January 1, 2017 has been prepared by the City Manager; and
WHEREAS, the City Council has examined, studied, and reviewed said proposed Charitable Gambling Fund Budget; and
WHEREAS, the City Council has, after due consideration and deliberation, made such amendments and adjustments in the proposed Charitable Gambling Fund Budget as they consider necessary, desirable, or expedient.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine as follows:
1. That the proposed Budget for the Charitable Gambling Fund attached hereto is approved.
2. That the 2017 appropriations and associated expenditures attached hereto are approved.
3. That the 2017 funding sources identified and attached hereto are approved.
4. That the City Manager is authorized and directed to implement and to administer, within the budgetary funding limits and within adopted City policy and relevant State and City laws and regulations, said approved Charitable Gambling Fund Budget.
