Background
Notice for this hearing has been published and mailed.  An informal open house was held on March 18, 2014 and four property owners attended.  The proposed improvements will partially reconstruct various city streets in the D. Erickson 4th Addition and Jackson Place plat areas.  The proposed improvements will include spot curb replacement, asphalt surface removal and replacement, aggregate base and appurtenant construction.  
 
The estimated total cost of the project is $675,000 with $130,155 proposed to be assessed over a ten-year period, using the unit method for residential properties as identified in the Public Improvement Special Assessment Policy.  Replacement of existing sanitary sewer structure castings/rings, at an estimated cost of $24,675, is proposed to be paid for by the City Public Utility Fund.  The remaining portion of $520,170 is proposed to be paid from the City's Pavement Management Program Funds.  
 
The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.

Recommendation
Conduct public hearing and, by motion, approve the resolution.
 
Body
WHEREAS, Resolution No. 14-039 of the Blaine City Council, adopted on the 6th day of March, 2014, ordered a public hearing on the proposed project; and
 
WHEREAS, the required notices were published and mailed to benefiting property owners, and the public hearing was held on the 3rd day of April, 2014, at which time all persons desiring to be heard were given an opportunity to be heard.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      Such improvements are hereby ordered as proposed in the Feasibility Report, which was accepted by Resolution No. 14-039 adopted on the 6th day of March, 2014.
 
2.      The City Engineer is hereby designated as the Engineer for this improvement and is directed to prepare plans and specifications for the making of this improvement.
 
3.      The contract shall be awarded no later than April 2, 2015.
