Declaring Surplus Property and Authorizing Sale, Donation, and/or Disposal Thereof

Executive Summary
Per City Policy, surplus property must be declared as such by resolution prior to disposal, sale, or donation of the items.
Background
Over the years the City has accrued a fair amount of gym equipment that was used in various parts of the City Hall and Police Department prior to the creation of the wellness room. Due to the limited space of the wellness room, several pieces of equipment need to be removed to allow for adequate space for fitness activities like floor exercises and mat work. Under Statute the city is allowed:
1. Disposal by public auction
2. Disposal by donation - property may be transferred or donated to another public or non-profit corporation.
3. Disposal in the trash if determined the items have no useful life or parts and has no value.
Staff is requesting Council declare the following pieces of equipment as surplus:
1. Body-Solid squat rack
2. Hoist bench press
In addition to declaring this property as surplus, staff is seeking Council approval to dispose of the property in one of the three methods outlined above. Staff will first seek to donate any usable and relevant equipment to other government agencies or non-profits if there is interest. Public auction will be considered for any useable items of value. Proceeds from any sale will be placed in the facilities fund.
Staff Recommendation
By motion, adopt the Resolution.

WHEREAS, the City has developed a policy for disposal of surplus tangible property; and
WHEREAS, certain property has been reviewed by departments and it is determined that the items are no longer needed for public service and can be disposed of.
NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council declare the following items as surplus and authorize disposal per city policy:
1. Body-Solid squat rack
2. Hoist bench press
