Background
The Blaine EDA has agreed to sell the Cloverleaf Courts senior facility at 1011 Cloverleaf Parkway to LaNel Financial Group, Inc The fire access lane that extends east of and to the back of the parking garage expansion lies on Lot 2 (the balance of the building and site is on Lot 1). In order to complete the sale of the project Lot 2 will need to be conveyed along with Lot 1.  Lot 1 is largely wetland and public ditch with little or no development value based on current wetland limitations. It is currently tax exempt since it is City owned.
 
Transfer of City owned property requires that the transfer be approved by ordinance.
 
Recommendation
By motion, introduce Ordinance No. 15-2305 for first reading and direct that it be placed on file for second reading at the February 19, 2015 City Council meeting.

WHEREAS, The City of Blaine owns a parcel of land (Lot 2, Block 1; Cloverleaf Commerce Center 4th Addition) that is necessary for the safe operation of the Cloverleaf Courts Senior Facility by virtue of placement of a required fire access lane; and
 
WHEREAS, The Blaine EDA has agreed to sell Cloverleaf Courts to a private party that will then continue to operate the facility; and
 
WHEREAS, The parcel will need to be conveyed to complete the sale by the Blaine EDA; and
 
WHEREAS, The City has determined that the property has no real use or purpose other than the required fire lane access due to the site's poor soils and wetland limitations.
 
THE CITY OF BLAINE DOES HEREBY ORDAIN the conveyance of the following property to LaNel Financial Group, Inc with authorization for the Mayor and City Manager to execute any and all documents necessary to complete said conveyance:
 
LOT 2, BLOCK 1; CLOVERLEAF COMMERCE CENTER 4TH ADDITION
 
INTRODUCED and read in full the 5th day of February 2015.
