Background
KTIS/Northwestern College has held a one-day music concert at the NSC for the past four summers. For 2013 they wish to add a second evening (Friday night June 7th) in addition to the larger Saturday June 8th event.  Staff presented this request and associated issues to the City Council at the September 13, 2012 City Council workshop. Based on the City Council discussion it was the Council's consensus to bring the item forward in a public hearing format based on a two-night event. While the KTIS event has been well run and focused on Christian music and performers, the concerns that have been raised would also apply to other types of music genres.
 
KTIS has applied for the Friday (June 7th) and Saturday (June 8th) with up to 10,000 in attendance for the first evening and 20,000 total daily attendance for the day-long Saturday event. The four previous KTIS/Northwestern College events have not generated any significant sound, traffic or neighborhood issues and were well within the scope of event that can be accommodated by the NSC facility. This would be an increase in event size and duration that will need to be managed from an NSC operations and City perspective.
 
The concert set-up would include two stages, one inside the stadium on the exhibition field just north of the NSC offices, and a smaller stage located just outside the stadium. The smaller stage would only be used during the afternoon on Saturday. The main stage would be located at the north end of the stadium with the sound projected to the south towards the City's public works facility. The applicant will operate under a noise management plan similar to the one used in previous events which outlines how Public Safety staff can make contact with event managers to reduce the sound level at the main stage if warranted.
 
Notice was sent to adjacent property owners (approximately 650 notices) within a quarter mile (1,320 feet) radius.
 
Recommendation

      WHEREAS, an application has been filed by the Minnesota Amateur Sports Commission and Northwestern College and KTIS Radio as conditional use permit Case File No. 12-0031; and
 
      WHEREAS, the Blaine City Council has reviewed said case on October 18, 2012.
 
      NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a conditional use permit amendment is hereby approved per Section 30.52(a) of the zoning ordinance and consistent with the City's adopted NSC Concert Guidelines to allow an outdoor music concert on June 7 and June 8, 2013, at the National Sports Center based on the following conditions:
 
1.      Concert event to be operated consistent with the materials and descriptions made part of this application.
2.      Concerts to begin no earlier than 10:00 AM and to end on or before 10:30 PM.
3.      No alcohol to be sold, distributed or brought into the event.
4.      Applicant agrees to abide by the noise management plan and will lower concert noise at the stage if requested by Blaine Public Safety.
5.      This CUP amendment is for a two-day event on June 7 and June 8, 2013.
6.      The applicant shall not permit tailgating before, during or after the event.
7.      No overnight camping is allowed.
8.      At least 30 days prior to the concert event, the applicant shall prepare and submit to the City of Blaine (Police Department) an acceptable operations plan to be implemented by the applicant, encompassing at a minimum the following items:
 
Ø On and off-site litter control
Ø Emergency medical plan
Ø Security plan and identification of the concert-experienced command person
Ø Specific traffic management plan for each event
Ø Plan to address alternative parking in case of inclement weather Ø Plan to mitigate adverse impacts on the adjacent business area
Ø Portable restroom facilities
 
9.      The applicant shall operate the events consistent with City codes and State statutes.
