APPROVE CONTRACT WITH ANA RESEARCH IN AN AMOUNT NOT TO EXCEED $22,000 TO PERFORM AN INDOOR COMMUNITY FACILITY AND AMENITY SURVEY FOR THE BLAINE COMMUNITY CENTER TASK FORCE
 
Background
In the spring of 2014 the City Council appointed a Blaine Community Center Task Force to research the possibility of building a community center in the community.   In the fall of 2014 the Council then provided a budget of $115,000 to the Community Center Task Force for a consultant and a couple of surveys to help them with their charge.
 
The Community Center Task Force has decided one of its first steps is to survey the community on their thoughts about the indoor community facilities and amenities in Blaine to gauge interest in a community center and get a sense of what things the residents would like to see in one.
 
An RFP was created and sent out to survey firms and two proposals were received.  The task force liked the proposal from ANA Research, but asked them to revise their proposal to lower the cost.  ANA Research did revise their proposal.  At its January 12th meeting the Community Center Task Force recommended to the City Council to accept the revised proposal from ANA Research in an amount not to exceed $22,000.
 
Recommendation
By motion approve of contract with ANA Research in an amount not to exceed $22,000 to perform an indoor recreation facility and amenity survey.
