APPROVE PREMISES PERMIT FOR LAWFUL GAMBLING ACTIVITY FOR SPRING LAKE PARK LIONS CLUB AT MINI MART #5, 9850 POLK STREET NE, BLAINE

 

Background

Amanda Jackson, Gambling Manager for Spring Lake Park Lions Club, has submitted an application to conduct charitable gambling at Mini Mart #5, 9850 Polk Street NE.  If approved the Lions will conduct paper pull tabs at this location.  A copy of the signed lease and premise permit application for the State Gambling Control Board is attached.

 

Per City Code no organization may maintain more than four lawful gambling locations in the City at one time.  The Spring Lake Park Lions currently have locations at Sticks & Stones Restaurant (Fogerty Arena) and Banquets of MN; this will be the Lions third site. 

 

The $250 investigation fee has been deposited with the City and the criteria set forth in Ordinance No. 88-1108 (regulating lawful gambling) has been met.  An investigation has been conducted by the Blaine Police Department on the gambling activity of the Spring Lake Park Lions and found nothing that would disqualify this new location from being approved.

 

The Gambling Control Board may not issue a new lease for charitable gambling within a city unless a sponsoring organization obtains approval through a resolution from the City Council. A charitable gambling applicant has 60 days from the date of their application to present such a resolution to the Gambling Control Board or otherwise forfeit their gambling activities.

 

Recommendation

Adopt a resolution approving a new premise permit to allow the Spring Lake Park Lions Club to conduct charitable gambling at Mini Mart #5, 9850 Polk Street NE.

Body

WHEREAS, the Spring Lake Park Lions has submitted an application for a premises permit to allow charitable gambling to be conducted at Mini Mart #5, 9850 Polk Street NE, Blaine; and  

 

WHEREAS, Minnesota Statutes 349.213, Subd. 2, states that the Gambling Control Board may not issue a new premises permit for charitable gambling within a city unless the City Council approves the premises permit within sixty (60) days from the date of their application for the new premises permit; and

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

The application for the premises permit for the purpose of conducting charitable gambling is hereby approved.

 

A certified copy of this resolution shall be provided to the applicant as soon as possible for submittal to the Gambling Control Board.
