Background
Ethical standards are essential to the public affairs of the city.  The purpose of the Code of Ethics is to establish ethical standards of conduct for city officials by setting forth those acts or actions that are incompatible with the best interests of the city and by directing disclosure by such officials of private, financial or other interests in matters affecting the city.  By doing this it promotes the faith and confidence of the citizens of the city in their government.
 
The ordinance amendment presented is housekeeping in nature to update and encompass organizational changes to city official titles that have occurred over the past several years.
 
This amendment was introduced at the January 2, 2014 Council meeting.  At that time Council consensus was to keep the titles more general so the code would not likely have to be amended in the future.
 
Staff made the amendments to the ordinance for the second reading which is scheduled for January 16, 2014.
 
Recommendation
By motion, approve Ordinance No. 14-2277.

Sec. 2-93. Scope of persons covered.
 
The provisions of this division shall be applicable to all members of the council, charter commission, all advisory commission and committee members and top level city employees defined as the city manager, department managers, city attorney, and supervisory city employees, specifically [public works director] directors, police chief, [director of community services, director of finance, city assessor], city clerk, [director of community development], and chief building official.
