Background
The National Sports Center, as part of their proposed play field and parking expansion north of 105th Ave, will need to relocate their maintenance facility off of 105th Ave. This plat would subdivide a 4.7 acre parcel and create a 2.3 acre lot for the NSC to purchase. The remaining 2.4 acre lot would be retained by the owner.  
      
There would not be any public improvements as both sites have public street frontage and available sewer and water. There would be private improvements once either the NSC or the owner wished to develop either of their lots. The parcel contains two older non-conforming buildings. Both buildings and associated site improvements will need to be removed as part of each lot development or two years from Final Plat approval, whichever occurs first.
 
Also attached is a preliminary site concept for the NSC maintenance facility. That facility will require a Conditional Use Permit once details have been developed.
 
Park dedication will be required with the plat but is being deferred until each site is developed. Payment will then be made at the rate in effect at the time of site development. The 2014 Industrial rate is $5,528 per acre.
 
The final plat is consistent with the approved preliminary plat, Resolution No. 14-160.
Recommendation
By motion, approve the Resolution.

      WHEREAS, an application has been filed by the National Sports Center as subdivision Case No. 14-0043; and
 
      WHEREAS, said case involves the division of land in Anoka County, Minnesota, described as follows:
 
THE NORTH 395 FEET OF THE SOUTH 1080 FEET OF THE WEST 550 FEETOF THE SOUTHEAST QUARTER OF THE OF THE NORTHWEST QUARTER, SECTION 21, TOWNSHIP 31, RANGE 23, ANOKA COUNTY, MINNESOTA.
 
      WHEREAS, the Blaine City Council granted preliminary plat approval on September 4, 2014, subject to the stipulations as contained in Blaine City Council Resolution No. 14-160; and
 
      WHEREAS, the applicant has submitted a final plat in general conformance with the approved preliminary plat.
 
      NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that final plat approval for Northeast NSC Extension Addition per Section 74-43 of the subdivision regulations is hereby granted subject to the following conditions:
 
1.      The site has two non-conforming buildings which will need to be removed as part of the plat. The timing of the removal will be the earlier of each lot's site development or two years from issuance of Final Plat approval. Building and site improvement removal to be guaranteed by a $5,000 escrow for each lot.  
2.      Site development of Lot 2 for the maintenance facility with outside storage will require subsequent Site Plan Approval and a Conditional Use Permit (CUP).
3.      CCWD permit will be required with either site development.
4.      A CUP will be needed for shared access (either with NSC land to west or if proposed with Lot 1).
5.      Park dedication will be required with the plat but is being deferred until each site develops. Payment will then be made at the rate in effect at the time of site development. The 2014 Industrial rate is $5,528 per acre.  
6.      Standard WAC and SAC will be required at time of site development.
7.      Standard drainage and utility easements will be required with the plat (10-feet front, 5-feet interior and 10-foot rear). Additional D/U easements may be required once storm water plans are developed and reviewed by City and CCWD.
8.      Plat to dedicate necessary right-of-way for existing Nassau Street.
9.      Pending/levied assessment for Nassau Street overlay (Project No. 14-01) to be paid as part of subdivision approval and prior to recording of plat.
10.      The Mayor, City Clerk and City Manager are hereby authorized to execute any and all necessary documents, agreements and releases related to the approval, recording or administration of Northeast NSC Extension Addition.
