Executive Summary
The City Council discussed the Austin Park Shelters Replacement Project at the June 21, 2021 Council Workshop. Council consensus at the Workshop was to move forward with the project and advertise for bids.
Background
Bids were received electronically at 11:00 AM on July 20, 2021 for the project. A total of 7 bids were received ranging from $110,333.80 to $166,273. The Engineer’s estimate for construction and three lowest bidders are as follows:
Engineer’s Estimate - Construction Cost $128,018.00
Odessa II, LLC $110,333.80
Park Construction Company $133,134.63
Bituminous Roadways, Inc $137,620.53
Bids were checked and tabulated and it has been determined that Odessa II, LLC of Sauk Rapids, Minnesota is the lowest bidder. The Parks and Recreation Division has worked with Odessa II, LLC on previous contracts. Staff recommends the low bid be accepted and a contract entered into with Odessa II, LLC.
The project also included fencing, for which three quotes were received for the fencing contract work. It included removal of all existing fencing and poles, along with installing all new fabric, rails, poles and a gate. The Engineer’s estimate for the fencing work is listed below with the three quotes.
Engineer’s Estimate - Electrical Cost $22,000
Just-Rite Fence $20,900
Century Fence $22,418.50
Peterson Companies $23,210
Staff recommends the low quote be accepted and to enter into a contract with Just-Rite Fence Company.
That brings the project total to $133,323.80. The City Council is also asked to approve a 10% contingency for the project to bring the total project budget to $144,357.18. The funding source for this project is the Park and Trail Capital Improvement Fund, for which funds have been appropriated.

Board/Commission Review
This project was approved in the 2020 Park and Trail Capital Improvement Fund budget. The Park Board voted to recommend to the City Council to proceed with the court replacements. The recommendation came at the April 27, 2021 Park Board meeting. The project would be funded with funds from the Park and Trail Capital Improvement Fund.
Staff Recommendation
By motion accept the bid from Odessa II, LLC for the Austin Park Court Replacements project.
