Background
Improvement Project No. 17-09 included installing trunk sanitary sewer and appurtenant construction. The total cost of the project is as follows:

The total project cost indicated in the Feasibility Report was $580,642.
The Assessment Roll has been prepared consistent with the Feasibility Report.
Of the total cost, the amount to be assessed is $359,961.65. It is proposed that $222,743.00 will be deferred until development of existing parcels on 113th Avenue. The Public Utility Fund will contribute $10,000.00 for lift station removal. The plat of Creekside Village agreed to be assessed an extra $25,266 for an increase in pipe size to serve the plat, and the plat of Wicklow Woods paid $21,597.00 for an increase in pipe size to serve the plat.
Recommendation
By motion, adopt the resolution.

WHEREAS, a contract was entered into for installing trunk sanitary sewer and appurtenant construction in the following described area:
The area south of 113th Avenue between Quincy Street on the west and Buchanan Road and also includes commercial property adjacent to 109th Avenue
AND WHEREAS, the construction cost for such improvement is $291,233.49 and the expenses incurred in the making of said improvements amount to be $100,325.16 making the total cost $391,558.65.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. The total cost of such improvement is hereby declared to be $391,558.65.
2. The amount to be assessed is hereby declared to be is $359,961.65 ($222,743.00 will be deferred until development). The Public Utility Fund will contribute $10,000.00.
3. Assessments shall be payable in annual installments extending over a period of ten (10) years, the first of the installments to be payable on or before the first Monday in January 2020, and shall bear interest at the rate of four and five tenths percent (4.5%) per annum from the date of the adoption of the assessment resolution.
4. The City Manager shall forthwith calculate the proper amount to be specially assessed for such improvement against every assessable lot, piece, or parcel of land within the district affected without regard to cash valuation, as provided by law, and he shall file a copy of such proposed assessment in his office for public inspection.
5. The City Manager has notified the City Council that such proposed assessment has been completed and filed in his office for public inspection.
6. A hearing shall be held on the 7th day of October, 2019, in the Council Chambers at the Blaine City Hall at 7:30 PM, or as near that time as possible, to pass upon the proposed assessment at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment.
7. The City Manager shall give published and mailed notice of such hearing as required by law.
