ACCEPT BID FROM INSITUFORM TECHNOLOGIES USA, LLC IN THE AMOUNT OF $1,729,222.92 FOR THE 2013 SANITARY SEWER CURED-IN-PLACE LINING PROJECT
IMPROVEMENT PROJECT NO.  13-05
 
Background
This project continues the lining of the City's larger trunk sanitary sewer mains.  Since these mains take longer to do the lining work and thus cause residents to be without sanitary facilities for an extended time period, the bids include vouchers for meals and hotel accommodations for the affected residents.  Bids were received at 10:00 AM, April 18, 2013, for Project No. 13-05 and included two alternates.  The alternates were based on two additional areas and pipe sizes.  A total of five bids were received ranging from $1,729,222.92 to $2,868,275.75 (totals include both alternates).  The Engineer's estimate for construction and three lowest bidders are as follows:

Bids have been checked and tabulated, and it has been determined that Insituform Technologies USA, LLC of Chesterfield, Missouri is the lowest bidder. The Engineering Department has worked with Insituform Technologies USA, LLC on previous contracts through their branch office in White Bear Lake MN.  I recommend the low bid be accepted and a contract entered into with Insituform Technologies USA, LLC and that the contract include both alternates.
 
City Council is also asked to approve a 10% contingency to bring the total project budget to $1,902,145.21.  The funding source for this project is the Sanitary Sewer Fund and there are sufficient funds to cover these costs.
 
Recommendation
By motion, approve the resolution.
 
Body
WHEREAS, pursuant to advertisement for bids for Improvement Project No. 13-05, said bids were received on April 18, 2013, opened and tabulated according to law, and the following three lowest bids were received complying with the advertisement:

Lametti & Sons, Inc.
$1,963,914.00
Visu-Sewer, Inc.
$2,123,891.00
 
 
AND WHEREAS, Insituform Technologies USA, LLC of Chesterfield, Missouri is the lowest responsible bidder.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      The Mayor and City Manager are hereby authorized and directed to enter into a contract with Insituform Technologies USA, LLC for the designated improvements in the amount of $1,729,222.92.
 
2.      A 10% contingency is hereby approved to bring the total project budget to $1,902,145.21 and the Public Services Manager is hereby authorized to sign all change orders up to the authorized project budget amount.
 
3.      The City Clerk is hereby authorized and directed to return forthwith to all bidders the bid bonds submitted with their bids, except the three lowest bidders.  When a contract is duly executed, the bid bonds of the two remaining unsuccessful bidders will be returned.  The bid bond of the successful bidder will be retained until the performance and payment bonds have been executed and approved, after which the bid bond will be returned.
