Title

AUTHORIZE THE MAYOR AND CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES CONTRACT WITH AUTOMATIC SYSTEMS, CO. FOR SCADA SOFTWARE INTEGRATION SERVICES

 

Background

The City selected Barr Engineering (Barr) to perform a number of various projects for improvement to the water system and especially the utility Supervisory Control And Data Acquisition (SCADA) system.  These include an overall review of the system, the Field Radio Study, and to provide engineering support through their implementation of the associated construction projects. 

 

All previous SCADA work at Water Treatment Plant 1 and Tower 1 was all geared toward the interim functionality of the legacy systems.  The current work will implement a new SCADA system to manage all of our utility sites under a single integrated system.

 

Barr assisted the City in a Request for Qualifications for Professional Services related to Software Integration of our new SCADA system.  Four firms provided proposals and were interviewed to determine the best qualified firm to provide these services to the City.  The firms were:

§                     Automatic Systems Co. of Roseville, MN

§                     AE2S of Maple Grove, MN

§                     Primex of Plymouth, MN

§                     In-Control of Blaine, MN

 

Automatic Systems Co. of Roseville, MN was determine to best fit our needs based on their staffing, programming methodology, software standards, QA/QC methods, experience, documentation, approach to training, ability to provide hardware support, and especially on-call support capabilities. 

 

Services included in this work include:

                     Review and provide input on system hardware

                     SCADA software evaluation

                     Configure computer hardware and networking

                     Develop graphical interface screens

                     Create data and report formats

                     Interface with City IT and staff

 

Sites that will ultimately be included in the new SCADA program upgrades are:

                     Central control at the Public Works building

                     3 existing water treatment plants

                     4 water towers

                     11 well pump houses

                     29 lift stations

 

Financial Impact

The software integration programming services under this proposal are a not-to-exceed cost of $177,690 plus $10,660 for additional insurance coverage in the first year.  Funds will come from the Water and Sewer Enterprise Funds and future bond issuance as previously discussed.

 

Future Work

This proposal does not include integration of the future Water Treatment Plant 4, or well houses currently under design.  Those sites will be integrated under a Phase 2 contract. 

 

Recommendation

By Motion, adopt the Resolution. 

 

Body

 

WHEREAS, the City of Blaine desires to replace its outdated Supervisory Control and Data Acquisition System (SCADA); and

 

WHEREAS, the City received proposals for professional services to perform software integration services, and

 

WHEREAS, a review of the proposals showed that the proposal from Automatic systems Co.  provides the best value to the City’s needs, and

 

WHEREAS, sufficient funding exists through the Water Enterprise Fund reserves for this contract.

 

                      NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Blaine authorize the Mayor and City Manager to enter into a contract with automatic Systems Co in the amount of $188,350.00.

 

BE IT FURTHER RESOLVED by the City Council of the City of Blaine that, where allowed, the City intends and reasonably expects to reimburse itself for the payment of this contract out of the proceeds of a borrowing (general obligation water revenue bonds) to be made by the City after the date of payment of the expenditures.
