Accept Quote for Pump Purchase for Lift Station #13

 

Executive Summary

In an effort to improve reliability and reduce risk of asset failure, staff has begun the process of updating older lift stations as pumps, motors, and support equipment wear out.  The proposed pumps for Lift Station 13 were included in the 2023-2027 Sanitary Sewer Capital Improvement Program (CIP) 2023 budget as a part of a larger Lift Station 13 improvement project.

 

Pursuant to the City’s purchasing rules, Staff is bringing forward the attached quote from Electric Pump in the amount of $283,860. This action approves the purchase of three pumps and accessories for Lift Station 13. 

 

Background

In 2018, staff went through a process to improve system efficiency, reduce redundancy, and standardize equipment with a single pump manufacturer.  A primary focus was to find a system that was better able to handle flushable materials that cause clogging.  After researching all manufacturers’ newest products, it was determined that only the Flygt N style submersible pump provided the combination of material cutting and clog free operation that was being sought.  This pump includes a hard iron impeller, and the company provides a two-year clog free guarantee on their products.  No other manufacturers were able to provide a competitive bid that met the equivalent specifications.  Council approved standardizing on this pump manufacturer for system efficiency.

 

Staff advertised for quotes for three new Flygt pumps pursuant to City of Blaine Purchasing Policy.  The quote provides for two pumps with all necessary accessories needed for installation in Lift Station 13 (to be installed as a part of the larger Lift Station 13 rehabilitation project currently being designed) and one spare pump.  Lift Station 13 is one of the City’s largest lift stations and the large pumps required for this station have a considerable lead time exceeding four months.  As a result, staff is recommending that a spare pump be purchased so that a backup pump is available when a pump goes down or needs to be sent in for maintenance and/or overhaul.  Both Lift Station 13 and Lift Station 12 utilize the same size pumps and have had pumps fail resulting in expensive pump rental and bypass operations.  These bypass operations carry inherent risk compared to having the ability to install a spare pump directly into the lift station and resuming normal operation while the failed pump is repaired or overhauled.

 

Electric Pump provided a quote for $283,860.  No other suppliers provided a quote.  Staff has reviewed the quote and is recommending that the quote be accepted.  Funding will be Public Utility funds and there are sufficient funds to cover the cost.

Financial Impact

The 2023 budget appropriated $6,000,000 for the Lift Station #13 improvements project. This contract will procure the pumps at a lower cost and expedite timelines during the construction phase of the project. Funding for the Lift Station #13 improvements project will come in part from an appropriation of the city’s American Rescue Plan (ARP) as approved by Council, as well as the proceeds from a revenue bond to be issued in 2023.

 

All equipment items have been listed in information provided to the City Council at previous budget discussion work sessions and were adopted as part of the and 2023 capital budgets.
