RATIFICATION OF LOCAL 165 (POLICE PATROL) 2017-2019 UNION CONTRACT
Background
The City of Blaine and the Police Patrol Union have reached a tentative agreement on the following three year contract for 2017-2019. If approved, the contract would include the following adjustments:

Two Hundred Dollars ($200.00) has been added as a market rate adjustment to the two and one-half percent (2.5%) increase for Steps 3-Years and above in 2017. In exchange, Article 28 in the 2014-16 contract has been deleted and officers under this contract are no longer eligible for performance pay.
2. An increase in the City’s monthly contribution to the cafeteria plan for the plan year 2017 of $50, making the monthly amount $1,140; an increase in the City’s monthly contribution to the cafeteria plan for 2018 of $50, which will make the monthly contribution $1,190; and an increase in the City’s monthly contribution to the cafeteria plan for 2019 of $50, which will make the monthly contribution $1,240.
3. Beginning in 2017, officers assigned to the Directed Operations Group (DOG) will receive a clothing allowance at an annual rate of $500.
4. Article 29 (in the old contract, now Article 28) removed the $90 cap for the reimbursement to officers for their POST Board license and now reads that the City will reimburse employees for the fee provided sufficient documentation is approved by the Police Chief.
RECOMMENDED COUNCIL ACTION
By motion, ratify the Police Patrol Contract between the Law Enforcement Labor Services Local 165 and the City of Blaine for calendar years 2017-2019.
