Executive Summary

Council is asked to approve a special events license at the National Sports Center.

 

Background

Jamie Blood, applicant for the National MS Society, has submitted an application for Bike MS: MS 150 Minnesota 2021, with the start/finish line located at the National Sports Center, 1700 105th Avenue NE.  The event will be held on Saturday, June 12, 2021 from 5AM -7PM and will include amplified music from 7AM to 5PM with speakers directed north towards the Sports Center. 

 

The $100 license fee and a $250 deposit fee for this event is pending.  The certificate of insurance naming Blaine as an additional insured will be sent in once the applicant receives it, prior to the date of the event.  The applicant has submitted a request to waive the notification requirement of 60% of the businesses adjacent to the National Sports Center; due to nature of the event and its impacts staff is supportive of this waiver, as allowed by ordinance.  

 

A background check for Ms. Blood has been sent to the Police Department and is pending.  Approximately 3,000 people are expected throughout the day at the event.  Medical will be contracted through the National Sports Center and traffic will be controlled by the Blaine Police Department.   Participants will be encouraged to carpool and there will be approximately 100 volunteers throughout the day in sedans with up to 15-passenger vans pulling trailers.  They will also be adhering to all Minnesota Department of Health and CDC guidelines regarding COVID-19 requirements and understand events of this type are currently capped by the State of MN at 250 participants.  To address they will stagger start times and staging, including a drive-in packet pick up on Friday.  A certificate of insurance will be provided prior to the event and organizers will be providing a grab-and-go meal at the finish line within State guidelines.
