Background
Glow in One Mini Golf is proposing to open a glow in the dark miniature golf course in a building at 12579 Central Avenue NE Suite 230 (near Cub Foods). The building is a multi-tenant building. The tenant space is just south of the CUB Foods and is approximately 5,000 square feet.
The applicant’s use is an 18-hole blacklight/glow in the dark, indoor mini golf course. The floor plan also includes an area for a party room. The attached narrative has additional details on the proposed operations plan. The building and site meet all current zoning code requirements and there is adequate parking for this use.
Recommendation
By motion, approve the Resolution.

WHEREAS, an application has been filed by Jenna Miller as Conditional Use Permit Case File No. 16-0043; and
WHEREAS, the Blaine City Council has reviewed said case on October 6, 2016.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a Conditional Use Permit is hereby approved per Section 30.24 (b) of the Zoning Ordinance to allow for operation of a 5,000 square foot indoor glow in the dark mini golf course located at 12579 Central Avenue NE, Suite 230 based on the following conditions:
1. No activity related to the use is to be conducted outside the building.
2. The interior tenant finish work to be completed with review and permit meeting all Building and Fire Code requirements.
3. A Certificate of Occupancy is required prior to occupying the space.
4. All business signage by separate review and permit.
PASSED by the City Council of the City of Blaine this 6th day of October, 2016.
