Executive Summary

Staff is bringing forward the attached bid from Sunram Construction for the proposed reconstruction of three Blaine Courts projects. If accepted, staff will be seeking Council’s approval of a change order for a $144,250 reduction to the project cost.

 

Background

The City Council discussed the reconstruction of tennis and pickleball courts at three parks, Territorial, Carrara East, and Centennial Green (the “Blaine Courts Projects”) at the December 6, 2021, Council meeting. The 2022 Parks and Trails budget was approved at the December 6, 2021, Council meeting and included appropriations totaling $410,000 for the Blaine Court Projects. The breakdown of what was budgeted for each court is.

 

Territorial Park - $175,000

Carrara East Park - $120,000

Centennial Green Park - $115,000

 

Bids for the Blaine Courts projects were received electronically at 10:00 AM on June 29, 2022. A total of five bids were received ranging from $524,433 to $695,056. The engineer’s estimate for construction and three lowest bidders are as follows:

Bids were checked and tabulated, and it has been determined that Sunram Construction of Corcoran, Minnesota is the lowest bidder. The city has previous experience working with Sunram Construction. The bid is broken down as follows:

 

Territorial Park - $234,853.50

Carrara East Park - $144,249.75

Centennial Green Park - $145,329.75

Total - $524,433

 

As the total bid is $114,433 over budget, staff, in consultation with the City Attorney, is recommending that Council first accept the low bid of $524,433 from Sunram and, in a separate action, accept a change order to remove Carrara East court from the project and reduce the overall contract by $144,250. This would bring the total bid to $380,183.25 and allow Territorial and Centennial Green courts to be completed within the $410,000 budgeted appropriation. Territorial Park is a carry-over project from 2021 and staff has recently received numerous phone calls about the condition of Centennial Green, hence the recommendation to remove Carrara East Park from the 2022 project.

Staff is requesting Council add a 5% contingency to the project for a total project cost for the Territorial and Centennial Green courts to $399,192.

 

Financial Impact

Council had appropriated $410,000 for the Territorial, Centennial Green, and Carrara East court projects in the 2022 Parks and Trails Budget. The removal of Carrara East would allow Territorial and Centennial Green courts and be completed within the $410,000 budget. Because the courts are in a condition of disrepair, reconstructing the courts will initially reduce annual maintenance costs for the first few years after reconstruction. Beyond that, adherence to scheduled annual maintenance will help to extend the life of the courts and limit the need for more expensive repairs.

Board/Commission Review

This project was approved in the 2022 Parks and Trails budget. The Park Board voted to recommend to the City Council to proceed with the Blaine Courts projects in 2021.  The recommendation came at the October 20, 2021, Park Board meeting.

 

Staff Recommendation

By motion, accept the bid and award the project construction contract to Sunram Construction for $524,433 for the Blaine Courts projects.
