Title

APPROVE 3-YEAR COST SHARING AGREEMENT WITH LOGIS FOR SPECIAL ASSESSMENT SYSTEM

 

Background

Staff is seeking Council authorization to begin using the Special Assessments System shared through the LOGIS (Local Government Information Systems) Association.  LOGIS is a Joint Powers, intergovernmental consortium of Minnesota local government units, of which Blaine is a member.

 

Blaine is looking to replace its current special assessments program which is a staff-developed legacy system that has been in use for over 20 years and is past its useful life.  The LOGIS system is used by a number of cities in Minnesota and demonstrations to staff have been positive.  

 

Since LOGIS is a cost-sharing system, the Council is asked to commit to a three-year agreement with estimated annual costs of $11,700, $12,950, and $13,275 in each of the three years covered by the agreement.  Actual costs will be based in part on LOGIS expenses and Blaine’s share of the total number of parcels in the system.

 

Recommendation

By motion, authorize the City Manager to execute the attached Letter of Commitment to join the LOGIS Special Assessment Group.
