Title

AUTHORIZING PURCHASE OF TAX FORFEITED PARCELS IN THE CITY OF BLAINE

 

Background

Staff is requesting that Council adopt a resolution authorizing the purchase of 13 parcels from Anoka County for public purposes as outlined by State Statute 282.01 subd 1a(h).

 

On October 16, 2008, Council authorized approval of classification of several tax forfeit properties in the City and requested the following parcels be withheld from public sale:

 

09-31-23-31-0003 (unbuildable) the parcel is too narrow, is zoned “street” and the city needs this parcel for the street and utility easement.

 

19-31-23-42-0034 (unbuildable) cannot build on an outlot, the city has an existing easement over the parcel and recommends combining with abutting forfeit parcels.

 

19-31-23-42-0035 (unbuildable) cannot build on an outlot, the city has an existing easement over the parcel and recommends combining with abutting forfeit parcels.

 

19-31-23-42-0036 (unbuildable) cannot build on an outlot, the city has an existing easement over the parcel and recommends combining with abutting forfeit parcels.

 

19-31-23-42-0037 (unbuildable) cannot build on an outlot, the city has an existing easement over the parcel and recommends combining with abutting forfeit parcels.

 

19-31-23-42-0038 (unbuildable) cannot build on an outlot, the city has an existing easement over the parcel and recommends combining with abutting forfeit parcels.

 

19-31-23-42-0039 (unbuildable) cannot build on an outlot, the city has an existing easement over the parcel and recommends combining with abutting forfeit parcels.

 

19-31-23-43-0039 (unbuildable) cannot build on an outlot, the city wants an easement over the parcel for utility and drainage and recommends combining with abutting forfeit parcels.

 

19-31-23-43-0040 (unbuildable) cannot build on an outlot, the city wants an easement over the parcel for utility and drainage and recommends combining with abutting forfeit parcels.

 

19-31-23-43-0041 (unbuildable) cannot build on an outlot, the city wants an easement over the parcel for utility and drainage and recommends combining with an abutting forfeit parcel.

 

In addition, on December19, 2013, Council authorized approval of classification of one tax forfeit property in the City and requested the parcel be withheld from public sale:

 

31-31-23-22-0143 for storm ponding purposes

 

Also, on December 18, 2014, Council authorized approval of classification of two tax forfeit properties in the City and requested the parcels be withheld from public sale:

 

09-31-23-13-0047 for storm drainage purposes

14-31-23-42-0002 for storm drainage purposes

 

The City’s request to acquire these parcels were all filed within the required 60 days of classification and due to staff turnover and backlog the County is just now notifying us of the next steps necessary to formally acquire the parcels.  The Special Assessments Clerk had completed a search at the time on all parcels listed above and none were found to have any special assessments due.

 

Recommendation

Adopt the proposed resolution authorizing purchase of Tax Forfeited Parcels in the City of Blaine as outlined above.

 

Body

 

WHEREAS, the Blaine City Council has previously indicated interest in acquiring the tax forfeited parcels listed below to be used for public purposes; and

 

WHEREAS, these tax forfeited parcels are being used or will be used for authorized public purposes. 

 

 NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council hereby authorizes the purchase of the following tax forfeited parcels for $100 per parcel:
