ESTABLISHING A SECOND SEASONAL INTERN POSITION WITHIN THE BUILDING DEPARTMENT FOR 2013
 
Background
Over the past two years there have been a number of staffing changes within the building department with the loss of several senior inspectors. In the spring of 2012 the City Council approved an intern position to help out during the busy summer period with more routine field inspections, plan reviews, permitting and public counter assistance.  That position served the department very well and it has been just recently filled again for this season.
 
We are experiencing another busy season and with multiple large projects recently approved or pending this will add to the upcoming inspection load. The City Council is being asked to authorize a second seasonal intern for 2013. The additional work load over the summer combined with allowed vacations and two known FMLA leave requests could create service delays that possibly can be minimized with the additional help.
 
The City has a current applicant pool from the recent intern search and it is expected a candidate could be selected and brought on in 3-4 weeks.
 
The budget for this position would be up to $14,000 and is based 40 hours per week at $12.00-15.00 per hour (no benefits) depending on qualifications. This would be a temporary position that would end on or about November 1st, 2013.
 
Recommendation
By motion, authorize a second seasonal intern position in the Building Department for 2013.
