AUTHORIZE CITY MANAGER TO ENTER INTO CONTRACT WITH WENCK ASSOCIATES IN THE AMOUNT OF $13,375.00 FOR MONITORING WETLAND RESTORATION AT LEXINGTON ATHLETIC COMPLEX
 
Background
Construction of the Lexington Athletic Complex resulted in impacts to wetlands on the project site.  These impacts were mitigated on site rather than mitigating through purchase of bank credits.  The Wetland Conservation Act requires that wetland restorations be monitored for up to 5 years to ensure the success of the restoration efforts.  This monitoring was not included in the original contracts and had to be bid separately.
 
Four quotes were received for the monitoring work.  The companies and their quotes are listed in the table below.  While the KES quote is the lowest their number was an estimate and did not specify some details that could result in added expense.  The Wenck quote is a not to exceed and included all needed services.  The Cross River quote was also very thorough and not to exceed but is a bit higher.  The MNL quote is only for one year and they admitted they did not have much experience in wetland monitoring even though their work is primarily working with vegetation restorations.

Wenck, KES and Cross River are all qualified and experienced in wetland monitoring work.  However, as a result of the completeness and not to Exceed character of the Wenck quote and the fact it is only $1,875 higher than the lowest quote, staff is recommending the approval of the Wenck quote.
 
Recommendation
By motion, authorize City Manager to enter into contract with Wenck Associates for wetland restoration monitoring in an amount not to exceed $13,375.
