CONVEYING OUTLOTS B, G AND D OF THE LAKES OF RADISSON TWENTIETH ADDITION TO THE LAKES OF RADISSION MASTER ASSOCIATION AND RETAINING A PERMANENT TRAILWAY AND UTILITY EASEMENT
Background
Last year the City Council received a request to allow a dock to be placed on City property that abuts Sunrise Lake in the Crown Colony addition of the Lakes development. Staff presented several options for the Council to review and consider, one of those options was to transfer the Crown Colony trail corridor back to the abutting property owners.
The City Council forwarded the issue to the Park Commission for their review and recommendation. At the Park Commission meeting the Lakes of Radisson Master Association showed interest in having the trail corridor transferred to them so they can better control their Lakes Development. The Park Commission did recommend to the City Council that the City transfer the Crown Colony trail corridor to the Master Association and retain an easement for the existing bike/pedestrian trail (see attached map).
Below is the first reading of the ordinance which transfers the Crown Colony trail corridor to the Lakes of Radisson Master Association and retains a permanent trailway and utility easement for the existing trail.
Recommendation
By motion, adopt Ordinance No. 16-2357.

THE CITY OF BLAINE DOES ORDAIN conveyance of the following property to The Lakes of Radisson Master Association, with authorization for the Mayor and City Manager to execute any and all documents necessary to complete said conveyance:
WHEREAS, The City of Blaine owns a parcel of land (Outlots B, G, and D; The Lakes of Radisson Twentieth Addition) that contains a trail, that abuts Sunrise Lake in the Lakes of Radisson development; and
WHEREAS, The City of Blaine is interested in turning the trail corridor back to private property and maintaining a permanent trailway and utility easement for the existing trail; and
WHEREAS, The Lakes of Radisson Master Association has indicated a desire to take ownership of the trail corridor to better maintain and control their development; and
WHEREAS, The City Council of the City of Blaine has determined that is the best interests of the public to convey the parcel; and
OUTLOTS B, G, AND D OF THE LAKES OF RADISSION TWENTIETH ADDITION
