Title
APPROVAL OF CLASSIFICATION AND SALE OF TAX FORFEIT PROPERTIES WITHIN THE CITY OF BLAINE.
 
Background
The Anoka County Board is commissioned by statute to offer for sale tax forfeit properties in the county.  The County Board approved Resolution No. 2011-101 on August 23, 2011, classifying certain forfeit lands in Anoka County, specifically three parcels in Blaine.  
 
Should the City desire to acquire any parcels of land within the City, a request must be filed within 60 days.  The County Board will then withhold the parcel from sale for six months.  If the City fails to acquire the property within the withholding period, the county may offer it for sale upon expiration of the withholding period.
 
The City is requesting that the following parcels not be withheld from public sale:
 
PIN 08-31-23-23-0048 is a parcel that has a quad- home on it, the city already has an easement dedicated with the plat, and the city does not want the parcel or the home.
 
PIN 04-31-23-31-0086 (unbuildable) the city does not want an easement over the parcel, does not want the parcel and recommends selling this parcel to the abutting landowner.
 
The City is requesting that the following parcel be withheld from public sale:
 
PIN 31-31-23-23-0042 (unbuildable) The City wants to acquire the parcel as the Blaine EDA owns the adjacent properties which were purchased for future redevelopment.
 
 
The Special Assessments Clerk has done a search on all parcels listed above and two of the parcels were found to have special assessments due as follows:
 
PIN 31-31-23-23-0042 @ $2,949.13
PIN 08-31-23-23-0048 @ $1,612.16
 
Recommendation
By motion, authorize approval of the classification and sale of tax forfeit properties pursuant to Minnesota Statutes 282.01, Subdivision 1, subject to the exception of the property the City desires to acquire either as entire parcels or for easement purposes.
