ORDER IMPROVEMENT AND ORDER PREPARATION OF PLANS AND SPECIFICATIONS FOR RECONSTRUCTION OF UNIVERSITY AVENUE FROM 125TH LANE TO BENGAL DRIVE, IMPROVEMENT PROJECT NO. 19-22
Background
Notice for this hearing has been published and mailed.
The proposed project between the City of Blaine and the City of Coon Rapids will reconstruct University Avenue from 125th Lane, approximately 340 feet north of 125th Avenue, to Bengal Drive.
Proposed improvements will include reclaiming the existing bituminous pavement, removal of all existing concrete curb and gutter, minor storm sewer improvements, aggregate base, installation of new concrete curb and gutter and bituminous pavement and appurtenant construction.
The estimated cost of the improvements is $447,400. The estimated cost split is 43.3% of the costs to the City of Blaine and 56.7% of the costs to the City of Coon Rapids. The estimated City of Blaine portion of the cost of improvements is $193,750 with $67,812.50 proposed to be assessed over a 15-year period. The remaining portion of $125,937.50 is proposed to be paid from the City’s Pavement Management Program Funds.
The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.

Recommendation
Hold Public Hearing and, by motion, adopt the resolution.
Body
WHEREAS, Resolution No. 20-23 of the Blaine City Council, adopted on the 3rd day of February, 2020, ordered a public hearing on the proposed project; and
WHEREAS, the required notices were published and mailed to benefitting property owners, and the public hearing was held on the 19th day of February, 2020, at which time all persons desiring to be heard were given an opportunity to be heard.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. Such improvements are hereby ordered as proposed in the Feasibility Report, which was accepted by Resolution No. 20-23 adopted on the 3rd day of February, 2020.
2. The City Engineer is hereby designated as the Engineer for this improvement and is directed to prepare plans and specifications for the making of this improvement.
3. The City Council declares its official intent to reimburse itself for the costs of the improvement from the proceeds of tax exempt bonds.
