Title

AUTHORIZE MAYOR AND CITY MANAGER TO ENTER INTO CONTRACT WITH BOLTON & MENK, INC. IN THE NOT TO EXCEED AMOUNT OF $163,705 FOR DESIGN AND CONSTRUCTION SERVICES FOR THE RECONDITIONING OF WATER TOWER NO. 1 (IMPROVEMENT PROJECT NO. 15-19) IN ACCORDANCE WITH PROPOSAL DATED DECEMBER 2, 2015

 

Background

The Engineering Department requested and received proposals for design and construction services relating to the reconditioning of Water Tower No. 1, located at 9150 Central Avenue.  The tower was constructed in 1961 and was last painted in 1996.  An inspection performed in 2010 identified that minor structural and coating repairs were needed.  The proposed work includes removing all of the paint, inside and out, as well as updating the interior lighting and electrical systems.  Due to the tower’s unique design, the inside structure is complex and requires additional labor and inspection time to complete. 

 

A cost benefit analysis was performed to see if it would be more beneficial to construct a new tower in lieu of reconditioning the existing tower.  The analysis showed that though the tower is in excellent shape structurally, we should start budgeting for a replacement tower by 2045. 

 

Plans and specifications will be prepared for the reconditioning of WT#1 and the project will be bid for work to start in 2016 and finish in 2017.  The Engineering Department has worked with Bolton & Menk, Inc. on previous projects.

 

The project will be funded by Water Utility funds.

 

Recommendation

By motion, authorize Mayor and City Manager to contract with Bolton & Menk, Inc. in the not to exceed amount of $163,705 for design and construction services for reconditioning of Water Tower No. 1.
