Background
Staff is proposing amendments to the intoxicating liquor and 3.2 percent malt liquor license portion of the 2016 fee schedule prior to the next license period beginning begin July 1. State Statute and City Code require the City hold a public hearing and give mailed notice of the hearing to all affected licensees at least 30 days before the hearing. Mailed notice to all license holders was done February 1 and the public hearing was held on March 3 with no written or verbal comments received. In addition to the proposed increases, the following new fees were recommended:
• Investigation fee for new responsible party/manager - $150.00
o This fee will be charged for background investigations when a new manager/responsible party is hired for an existing liquor license. Currently license holders are charged $500.00 for this background investigation, the same as for a new liquor license. After researching costs staff is proposing this lesser fee for investigations of new managers/responsible parties hired to work at an existing licensed premise as the background level is not as extensive as a new license
• Special 2 a.m. permit - $200.00
o State Statute allows cities to charge a fee for those holders of a 2 a.m. permit that allows for sales of alcohol between 1:00 a.m. and 2:00 a.m. This new fee will help cover the costs of enforcement and monitoring of those establishments licensed to sell after 1:00 a.m.
• Brewer fees
o The City recently adopted new ordinances relating to brewer taprooms and brew pubs and is now establishing fees for those new licenses

Appendix D - Fee Schedule of the Municipal Code of the City of Blaine is hereby amended for City services and licensing, pursuant to Minn.Stat. §462.353, subd. 4 and subd. 4(a); and
City staff has reviewed the current Fee Schedule for the City of Blaine and is recommending the following amendments be adopted:
