Executive Summary
Council is asked to approve a premise permit for the Spring Lake Park District 16 Youth Hockey to conduct charitable gambling at El Norte Mexican Bar & Grill. This permit will allow lawful gambling activity at the business location.
Background
Sarah Clark, Spring Lake Park District 16 Youth Hockey (SLPYH) gambling manager, has submitted an application to conduct charitable gambling at El Norte Mexican Bar & Grill. If approved, they will conduct paper pull tabs with dispensing devices, electronic pull tabs and electronic linked bingo at this location. A copy of the signed lease and premise permit application for the State Gambling Control Board is attached.
Per current code, no organization may maintain more than four lawful gambling locations in the City at one time. If approved this will be their second site in Blaine. There was council discussion earlier this year about the possibility of expanding the number of sites allowed but at this time it does not appear to be a need to amend the current code.
Ms. Clark has completed a background investigation and nothing was found that would disqualify SLPYH from obtaining this additional site.
The Gambling Control Board may not issue a new lease for charitable gambling within a city unless a sponsoring organization obtains approval through a resolution from the City Council. A charitable gambling applicant has 60 days from the date of their application to present such a resolution to the Gambling Control Board or otherwise forfeit their gambling activities.

WHEREAS, the Spring Lake Park District 16 Youth Hockey has submitted an application for a premises permit to allow charitable gambling and raffles to be conducted at El Norte Mexican Bar & Grill, 3453 Lake Drive NE, Suite #100, Blaine; and
WHEREAS, Minnesota Statutes 349.213, Subd. 2, states that the Gambling Control Board may not issue a new premises permit for charitable gambling within a city unless the City Council approves the premises permit within ninety (90) days from the date of their application for the new premises permit; and
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
The application for the premises permit for the purpose of conducting charitable gambling, including raffles, is hereby approved.
A certified copy of this resolution shall be provided to the applicant as soon as possible for submittal to the Gambling Control Board.
