ADOPT CROSSWALK POLICY
 
Background
The City receives many crosswalk requests each year.  Federal and State guidelines have been prepared to help in the decision process of where crosswalks are warranted.  Crosswalks should be installed where there is substantial conflict between vehicle and pedestrian movements, where significant pedestrian concentrations occur, or where pedestrians would not otherwise recognize the proper place to cross.
 
At the September 4 and November 6, 2014 Council Workshops, the City Council reviewed and edited a draft Crosswalk Policy.  The revised Crosswalk Policy is attached for Council approval.
 
Recommendation
By motion, approve the resolution.
 
Body
WHEREAS, the City of Blaine strives to provide safe and efficient movement of people, goods, and services throughout the city; and
 
WHEREAS, it shall be the policy of the City of Blaine to provide for safe pedestrian crossings along public streets by installing and maintaining marked crosswalks at all locations where there is substantial conflict between vehicle and pedestrian movements, where significant pedestrian concentrations occur, or where pedestrians would not otherwise recognize the proper place to cross; and
 
WHEREAS, the City of Blaine has prepared a Crosswalk Policy to provide guidance in the decision making process of where crosswalks shall be installed.
 
NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council hereby adopts the attached Crosswalk Policy.
