Executive Summary
Staff recommends that council adopt the proposed Transportation 2023 Capital Budget and 2023-2027 Capital Improvement Program (CIP). Finance presented the 2023-2027 Transportation CIP, including the 2023 Transportation Capital Budget, at a workshop on November 7. The council had an opportunity to ask questions and discuss different projects within the budget.
Background
Public Works and Engineering staff have collaborated with the Finance Department to develop a traditional format for the 2023-2027 Transportation Capital Improvement Program (CIP). At the November 7 workshop, staff recommended changing the program name to Transportation instead of the historically used Pavement Management to better align with industry standards for the breadth of activities funded through this program.
The program is vetted annually by staff and projects are programmed based on staff expertise, data including current pavement conditions, and council guidance. The projects listed in 2023 will be next year’s Transportation Capital Budget upon council authorization. Projects in the out-years (2024-2027) may be delayed, accelerated, or moved forward in priority based on regular budget and program discussions, emergent conditions, and other factors including economic pressures.
2023-2027 Capital Improvement Plan
The 2023-2027 CIP includes $89.94 million in capital improvements including preservation activities, safety improvements, and major roadway reconstructions.
The 2023-2027 Transportation CIP consists of three tables:
• Projects with Executive Summary - lists projects with a short summary and project costs by year
• Projects by Revenue Source - lists all revenues being requested to fund capital projects and shows the revenue allocations by project
• Projects by Expense Category - lists projects with expense categories to show what funds are being used for (Ex: construction, consulting, etc.)

Financial Impact
The proposed budget includes 16 projects for funding in 2023 with total appropriations of $18.96 million; seven of these projects are multi-year projects with recommendations for future year appropriations.
Recommendation
By motion, adopt the 2023 Transportation Capital Budget and 2023-2027 Capital Improvement Plan.

WHEREAS, the proposed Transportation Capital Budget and 2023-2027 Capital Improvement Plan for the fiscal year commencing January 1, 2023 have been prepared by the City Manager and staff; and
WHEREAS, the City Council has examined, studied, and reviewed said proposed Transportation Capital Budget and 2023-2027 Capital Improvement Plan; and
WHEREAS, the City Council has, after due consideration and deliberation, made such adjustments in the proposed Transportation Capital Budget and 2023-2027 Capital Improvement Plan they consider necessary, desirable, or expedient.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine as follows:
1. That the proposed Transportation Capital Budget and 2023-2027 Capital Improvement Plan attached hereto are approved; and
2. That the 2023 funding sources identified and attached hereto are approved; and
3. That the 2023 appropriations attached hereto are approved; and
4. That the City’s 5-Year Capital Improvement Plan be updated to reflect the approval of projects included in the proposed Transportation Capital Budget and 2023-2027 Capital Improvement Plan; and
5. That the City Manager is authorized and directed to implement and to administer, within the budgetary funding limits and within adopted City policy and relevant State and City laws and regulations, said approved Transportation Capital Budget and 2023-2027 Capital Improvement Plan.
