APPROVE A SPECIAL EVENTS LICENSE FOR A 5K FUN RUN/WALK LOCATED AT THE NATIONAL SPORTS CENTER, 1700 105TH AVENUE NE
Background
Lauren Bennett, applicant for Cool Events LLC/Bubble Run, has filed an application for a 5K Fun Run/Walk located at the National Sports Center, 1700 105th Avenue NE on Saturday June 30, 2018 from 8:00 a.m. to 1:00 p.m. This event will have amplified music from 7:30 a.m. to 1:00 p.m.
Ms. Bennett has deposited with the City a $100 license fee and a $250 deposit fee for this event. The certificate of insurance naming Blaine as an additional insured will be sent when it renews in 2018 before the date of the event. Also, as the event approaches notification of 60% of the businesses/residents need to be notified.
A background check for Ms. Bennett has been completed by the Police Department and no problems or complaints are on file.
Approximately 10,000 people are expected at the event. Medical will be contracted through the National Sports Center and traffic will be controlled by the Blaine Police Department.
Staff is reviewing the application and also needs to address issues concerning: construction on/around the Sports Center property; and, demands on police resources. The Police Department will tentatively approve the application with the understanding that as the event gets closer and we see how the new road is, you are pre-approving our recommendation for the number of officers for both security and traffic related needs. At this time it is too far away to know what those needs will be. Council will be advised on the parking plan and that they will need to approve the use of the unimproved lots for parking. It is against the city code to use unimproved surfaces for parking so they will need to approve this again.
Also, when the event was held in 2017 advertising and sign up occurred before the Special Event license had been received in the City Clerk’s office. Due to the short notice, it was not able to be approved by City Council. The event date was changed and many participants were upset and difficulties occurred with refunds.
Recommendation
By motion, approve a Special Events License for a 5K Fun Run/Walk located at the National Sports Center, 1700 105th Avenue NE on Saturday, June 30, 2018, contingent upon final approval by the Police Department and Engineering with regard to 105th Avenue road conditions and parking plan involving any unimproved surfaces.
