ADOPT 2017 CABLE TELEVISION BUDGET
Background
Staff presented a proposed 2017 Cable Television Fund Budget for discussion at the September 8, 2016 Council Workshop. Council reviewed the proposed budget and indicated their conceptual approval to the budget presented. A summary of the budget is as follows:
• Franchise tax revenue is expected to increase nearly $13,000 to $185,180, while interest earnings are expected to decrease by $2,200 as a planned spend-down of reserves is expected to occur.
• Budgeted operating expenditures are $175,630, and include a $67,000 appropriation for the production and distribution of eight issues of the City’s newsletter. The City’s newsletter has historically been funded out of the General Fund.
• There are no capital expenditures planned for 2017, as improvements associated with upgrades to enable more high-definition video production are scheduled for completion by the end of 2016. Staff has begun development of a comprehensive capital improvement upgrade and replacement plan for Cable TV funds.

By motion, adopt the attached resolution

WHEREAS, the proposed Cable Television Fund Budget for the fiscal year commencing January 1, 2017 has been prepared by the City Manager; and
WHEREAS, the City Council has examined, studied and reviewed said proposed Cable Television Fund Budget; and
WHEREAS, the City Council has, after due consideration and deliberation, made such amendments and adjustments in the proposed Cable Television Fund Budget as they consider necessary, desirable or expedient;
NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council of the City of Blaine as follows:
1. That the proposed Budget for the Cable Television Fund attached hereto is approved.
2. That the 2017 appropriations attached hereto are approved.
3. That the 2017 funding sources identified and attached hereto are approved.
That the City Manager is authorized and directed to implement and to administer, within the budgetary funding limits and within adopted City policy and relevant State and City laws and regulations, said approved Cable Television Fund Budget.
