APPROVAL OF A TRAFFIC CONTROL SIGNAL AGREEMENT - CONTRACT NO. 1028194 WITH THE MINNESOTA DEPARTMENT OF TRANSPORTATION FOR RECONSTRUCTION OF THE TRAFFIC SIGNAL AT TH65 AND 105TH AVENUE
Background
MNDOT has determined that the traffic signal at TH 65 and 105th Avenue needs to be reconstructed during the summer of 2017. MNDOT plans to replace the traffic signal, EVP, signal interconnect and upgrade the intersection to meet American Disabilities Act (ADA) requirements. MNDOT is asking the City of Blaine to share in 50% of the cost of the project plus 8% construction engineering. The City has the ability to use Municipal State Aid (MSA) funds to pay the estimated cost share of $251,413.56. The City has sufficient MSA funds to cover these costs.
The attached agreement details the cost share and future maintenance obligations of the reconstructed traffic signal. The City will be responsible for application to secure adequate power supply to the service pad and pay all monthly electrical service expenses necessary to operate the signal system, EVP and signal interconnect. Future City maintenance will include signal pole mounted LED luminaires, signal system LED indications, and cleaning of the controller cabinet and signal system. The State will maintain the existing interconnection to adjacent signals on TH 65, the EVP system, the traffic signal operations, signage, and all other traffic signal system maintenance.
This agreement will supersede and terminate previous Agreement numbers 78292R and 60730.
Recommendation
By motion, approve the Resolution.

WHEREAS, MNDOT will be reconstructing the traffic signal at TH65 and 105th Avenue; and
WHEREAS, MNDOT has prepared a traffic control signal agreement that specifies cost sharing and future maintenance responsibilities for the reconstructed traffic signal; and
WHEREAS, Minnesota Statutes Section 161.20, subdivision 2 authorizes the Commissioner of Transportation to make arrangement with and cooperate with any governmental authority for the purposes of constructing, maintaining and improving the trunk highway system.
NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council authorizes the Mayor and City Manager to enter into MNDOT Contract No. 1028194 with the State of Minnesota, Department of Transportation for the following purposes:
To reconstruct the traffic control signal on TH 65 at 105th Avenue under State Project No. 0208-159 (TH65=005) and SAP 106-147-002 and establish future maintenance obligations for said traffic control signal.
