Executive Summary

At the March 15, 2021 council meeting the City Council awarded the bid for the Polk Street Area Street Reconstructions project to Dresel Contracting with Resolution 21-048.  The project will reconstruct the following streets:

Polk Street from 89th Avenue to Clover Leaf Parkway

Tyler Street from 89th Avenue to 91st Avenue

Van Buren Street from 89th Avenue to 91st Avenue

Jackson Street from 89th Avenue to 91st Avenue

90th Lane from 91st Avenue to 91st Avenue

Background

After award of the project, Public Works requested that all of the residential curb stops on Tyler, Jackson and Van Buren Streets be replaced because they are over 60 years old and a style of curb stop that, at this age, is prone to corrosion which can cause them to be stuck open or leak after being operated.  In addition, there are three curb stops on 90th Lane, which are a newer style, that are not operable and need to be replaced.  This change order addresses the replacement of the curb stops and the required restoration work.

Strategic Plan Relationship

This project aligns with the City’s strategic plan goal of well-maintained infrastructure by providing high-quality water infrastructure.

Board/Commission Review

Not required.

Financial Impact

The funding source for these improvements will be the Water Utility Fund. The Finance Department has confirmed that sufficient funds are on hand to fund this change order.

Public Outreach/Input

Replacement of a curb stop results in a short duration water shutoff for the affected resident.  Residents will be notified prior to replacement of their curb stop.

Staff Recommendation

By motion, approve Change Order No. 1 in the amount of $257,483.72, amend the total contract budget to $2,332,652.15, and authorize the Director of Public Works to sign said Change Order No. 1.
