Executive Summary
The City received a petition dated September 7, 2022 from Capital Partners, requesting the vacation of all the drainage and utility easements as described in Doc. No. 1526102, and all of the perpetual ponding and flowage easements as described in Doc. No. 1604851 and Doc. No. 1998956.001; according to the recorded plat thereof, Anoka County, Minnesota, as shown in Exhibit A (attached).
Background
The property will be replatted to account for the new drainage and utility easements, therefore the existing drainage and utility easements will no longer be needed. Engineering staff has reviewed the request and is in agreement with the vacation.

WHEREAS, the City Council has received a petition dated the 7th day of September, 2022, requesting vacation of the existing drainage and utility easements as described in Doc. No. 1526102, and all of the perpetual ponding and flowage easements as described in Doc. No. 1604851 and Doc. No. 1998956.001; according to the recorded plat thereof, Anoka County, Minnesota, as shown in Exhibit A, described as follows;
The NE Quarter of the SE Quarter of Section 22, Township 31, Range 23, Anoka County, Minnesota
and
WHEREAS, the required public hearing notices were published and mailed, and the public hearing was held on the 17th day of October, 2022, at which time all persons desiring to be heard were given an opportunity to be heard.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine as follows:
1. The vacation of the existing drainage and utility easements as described in Doc. No. 1526102 and all of the perpetual ponding and flowage easements as described in Doc. No. 1604851 and Doc. No. 1998956.001 according to the recorded plat thereof, Anoka County, Minnesota is hereby approved.
PASSED by the City Council of the City of Blaine this 17th day of October, 2022.
