Executive Summary

The City of Blaine contacts with a printing company to print and mail the City’s major community publications.

 

Background

The City of Blaine printing contract covers 23 print publications per year. These publications include:

CityConnect Newsletter: 6 issues

BizConnect Newsletter: 2 issues

RecConnect Program Guide: 3 issues

MAYCConnect Newsletter: 12 issues

The current printing contract expires at the end of 2022. An RFP was posted on the city website and sent to companies that had previously bid on City printing projects. A total of three bids were received and ranged from $102,580 - $223,132.62. The full bid sheet is included as an attachment to this item. The City’s current printing vendor did not submit the low bid. After vetting the low bid company, staff is comfortable with awarding the contract to the lowest bid that was submitted by Johnson Litho Graphics. Staff is also recommending the council accept the 2024 renewal term to protect against further increases in the paper market.

Financial Impact

The cost of paper has risen more than 25 percent over the last year. Due to this increase, staff budgeted to expect a rise in the newsletter production cost. The low bid does fit within the 2023 proposed budget.

Staff Recommendation

Approve the 2023 printing contract and 2024 renewal terms.

WHEREAS, the City of Blaine requested proposals for the 2023 printing contract and renewal terms for subsequent years;

 

AND WHEREAS, Johnson Litho Graphics submitted the low bid of $102,580 and a 2024 renewal rate of not to exceed a seven percent increase

 

                      NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council directs as follows:

1.                     The Mayor and City Manager are authorized to enter into a contract with Johnson Litho Graphics for the City’s major print publications for 2023.

2.                     That the Mayor and City Manager may enter into a similar contract with Johnson Litho Graphics for 2024 at an expense not to exceed a seven percent increase from 2023.
