Background
The function of Emergency Preparedness is to develop and coordinate the overall strategy and plan for emergencies and disasters that may occur in the City of Blaine.  The Emergency Preparedness operation is an essential function to enhance the public safety of the community.
 
This proposed purchase calls for the relocation and upgrade to a larger siren of the existing siren #18, from the current location at Woodland Parkway and Lexington Avenue north to a location within the new Lexington Athletic Complex (LAC).  The installation of this siren will be coordinated with the construction of the complex.  Once existing siren #18 which has DC battery backup is removed, it will be used to replace/upgrade siren #8 which is located at University Avenue and Bengal Drive in front of Blaine High School.  Siren #8 was originally installed in 1983, is a very small siren and does not have DC battery backup.  These changes will provide for a larger coverage area, therefore filling in gaps and providing the desired overlap of our outdoor warning siren system in these two areas.
 
In addition to the new siren, this purchase will also provide for the upgrade of two more of our existing sirens from AC power to DC battery backup power.  Siren #20 located at 117th Avenue and London Street and siren # 2 located at 106th Avenue and Quincy Street, in Quincy Park.  This is a continuation of the project started in 2009 to upgrade all City of Blaine outdoor warning sirens to DC battery backup power.  With the above mentioned changes being made the City will only have 8 of 21 sirens remaining to covert to DC battery backup power.
 
Quotes were obtained for the purchase of one siren with DC battery backup and two additional DC battery backup systems.  Quotes include: $13,220.44 for the purchase of the siren with battery backup; $7,908.75 for the two additional backup batteries from Federal Signal Corporation; and $3,099.00 for the installation of one battery backup from Ready Watt Electric.  The cost for the installation of the second DC battery backup will be covered using funds budgeted in the General Fund under Emergency Management.   The capital portion of the project will be funded through the Capital Equipment Fund, for which $26,000 was appropriated in the 2013 budget.  Total cost of the capital expenditure is $24,228.19.
 
Recommendation
By motion authorize the purchase of an emergency warning siren with DC battery backup and two additional DC battery backup systems from Federal Signal Corporation for the amount of $21,129.19 plus the installation of one DC battery backup in the amount of $3,099.00 to be provided by Ready Watt Electric, total cost of $24,228.19.
