Planning Commission Action

The Planning Commission voted unanimously to deny the preliminary plat.  Public comment included concerns for decreased property values, increased noise and traffic, light pollution, drainage, buffering, and impacts to health and safety.

 

Background

Park Construction Company, a heavy road and utility contractor, has reached an agreement to purchase the undeveloped industrial site at 10201 Xylite Street NE. The site is zoned I-2 (Heavy Industrial) and allows the uses that are part of the application by Conditional Use Permit (CUP).

 

Preliminary Plat

The property is currently designated as an outlot and needs to be re-platted into a lot and block in order to obtain a building permit. The plat will therefore just create the one lot. The plat meets all I-2 and City subdivision requirements. Park dedication will be due with the plat at the 2018 industrial rate.

 

Recommendation

By motion, approve the Resolution.

Body

                     WHEREAS, an application has been filed by Park Construction Company as subdivision Case File No. 17-0058; and

 

                     WHEREAS, said case involves the division of land described as follows:

 

OUTLOT A, THE SANCTUARY 9TH ADDITION

 

                     WHEREAS, the Blaine Planning Commission has reviewed said case file on April 10, 2018; and

 

                     WHEREAS, the Blaine Planning Commission has recommended subdivision Case File No. 17-0058 be denied; and

 

                     WHEREAS the Blaine City Council has reviewed said case file on May 17, 2018 and June 7, 2018.

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that preliminary plat approval per Section 74-42 of the subdivision regulations is hereby granted for Park Place permitting preparation of a final plat for approval per Section 74-43 subject to the following conditions:

 

1.                     Park dedication is required for the plat. Based on the useable lot area of 13.68 acres the amount that will be due is $91,683 based on the 2018 rate of $6702/acre. Payment would be due at the time the plat is released for recording.

2.                     The Mayor, City Clerk and City Manager are hereby authorized to execute any and all necessary documents, agreement and releases related to the approval, recording or administration of Park Place.
