Background
Bids were received by the City of Lexington at 11:00 a.m., July 5, 2012, for Project No. 10-13.  A total of 5 bids were received ranging from $468,503.10 to $579,708.00.  The Engineer's estimate for construction and three lowest bidders are as follows:

Bids have been checked and tabulated, and it has been determined that County Line Excavating of Foley, MN is the lowest bidder.  The Engineering Department has worked with County Line Excavating on previous contracts.  I recommend the City of Blaine concur with the City of Lexington to accept the low bid and enter into a contract with County Line Excavating.
 
City Council is also asked to approve a 10% contingency to bring the total project budget to $515,353.41.  The funding source for the City of Blaine portion of the project cost is a combination of assessments, City Water Utility Funds and City Pavement Management Funds and there are sufficient funds to cover these costs.
 
Recommendation
By motion, approve the resolution.

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 10-13, said bids were received on July 12, 2012 by the City of Lexington, opened and tabulated according to law, and the following three lowest bids were received complying with the advertisement:
 
County Line Excavating
$468,503.10
Harddrives, Inc.
$480,545.04
North Valley, Inc.
$518,296.20
 
AND WHEREAS, the City of Lexington has determined that County Line Excavating of Foley, MN is the lowest responsible bidder.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      The City of Blaine hereby concurs with the City of Lexington to accept the bid and enter into a contract with County Line Excavating for the designated improvements in the amount of $468,503.10.
 
2.  A 10% contingency is hereby approved to bring the total project budget to $515,353.41 and the Public Services Manager is hereby authorized to sign all change orders up to the authorized project budget amount.
