Background

There is an existing 40.34 acre parcel that is currently owned by the Metropolitan Airports Commission (MAC) on the southwest corner of 105th Avenue and Radisson Road.  However, a small triangular piece (Parcel A) of the property is located on the north side of 105th Avenue, this occurred when the 105th Avenue was constructed by Anoka County many years ago. The applicant is proposing to split the lot into two parcels.

 

The small parcel (Parcel A) would be combined with the proposed Kwik Trip property on the northwest corner of 105th Avenue and Radisson Road and be maintained as part of their site plan.  The larger parcel of 40.14 acres (Parcel B) on the south side of 105th will be retained by MAC, possibly for a future development opportunity.

 

No Park Dedication will be due with this waiver however the larger parcel (south side) will be reviewed for Park Dedication if it is further subdivided for development in the future.

 

Recommendation

By motion, approve the Resolution.

                     WHEREAS, an application has been filed by Kwik Trip, Inc. as Waiver of Platting Case No. 18-0015 and;

 

                     WHEREAS, said case involves the division of a parcel into two separate lots, Anoka County, Minnesota, described as follows:

 

                     CURRENT DESCRIPTION

The Northeast Quarter of the Southwest Quarter of Section 21, Township 31, Range 23, Anoka County, Minnesota. Said parcel contains ±1,757,325 sq. ft. (±40.34 ac.)

 

                     PARCEL A

                     That part of the Northeast Quarter of the Southwest Quarter of Section 21, Township 31, Range 23 lying northerly of the northerly right-of-way line of 105th Avenue Northeast and lying westerly of the westerly right-of-way line of ANOKA COUNTY HIGHWAY RIGHT-OF-WAY PLAT NO. 62, according to the recorded plat thereof, all in Anoka County, Minnesota. Said parcel contains ±8,915 sq. ft. (±0.20 ac.)

 

                     PARCEL B

                     The Northeast Quarter of the Southwest Quarter of Section 21, Township 31, Range 23, Anoka County, Minnesota, EXCEPT that part of said Northeast Quarter of the Southwest Quarter lying northerly of the northerly right-of-way line of 105th Avenue Northeast and lying westerly of the westerly right-of-way line of ANOKA COUNTY HIGHWAY RIGHT-OF-WAY PLAT NO. 62, according to the recorded plat thereof, Anoka County, Minnesota. Said parcel contains ±1,748,410 sq. ft. (±40.14 ac.)

                     

                     WHEREAS, the City Council of the City of Blaine has reviewed said case on March 15, 2018.

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a Waiver of Platting per Section 18-9(B)(2) of the Subdivision Ordinance is hereby granted to Kwik Trip, Inc., allowing them to record the above described division with the Anoka County Recorder’s Office, based on the following conditions:

 

1.                     The north parcel (Parcel A) that will be purchased by Kwik Trip to be

combined at Anoka County with their existing parcel on the north side of 105th Avenue.

2.                     The south parcel (Parcel B) that will be retained by Metropolitan Airports Commission is to be included in the Final Plat for this area and re-platted as a Lot and Block as originally intended in the approved preliminary plat of Airport Park.

3.                     The Mayor, City Manager and City Clerk are hereby authorized to execute

any and all documents necessary for the creation, recording and

administration of the lot subdivision.
