Title

CENTENNIAL SCHOOL PARKING/FIELD EXPANSIONS

Background

Staff has met with representatives from Centennial Schools recently to review and discuss their 2016 parking and field expansions for the north (back side) side of their site.  Centennial staff will be attending the workshop to present the work plan and review the site plan with the council.

The project proposal generally consists of:

New practice and sub-varsity playing field (rubber turf) for La Crosse, soccer, football, marching band etc. This field would be adjacent to 103rd Lane. It would not have field lights.

80-stall parking lot west of new field for daily student parking but also to serve the softball/baseball fields along 103rd

200-stall parking lot south of new field and directly behind hockey arena also for daily student parking, hockey arena, performing arts center and main stadium

45-50 stall parking lot in NE corner for daily student parking.

The parking areas would have lights

New parent drop-off/pick-up location west or elementary school to remove parent pick-up traffic from North Road

                     Storm water improvements

They have or are purchasing several homes on the south side of 103rd Lane needed for their expansion. They hope to gain the necessary approvals and begin the work as soon a school is out.

The City will use a standard CUP process with public hearing but since this will likely cause concern in the neighborhood staff has also suggested a workshop with the City Council prior to application to bring the council up to speed and sort out any issues.

Recommendation

Staff and the School District will be looking for any City Council questions or direction.
