Background
The applicant, Anytime Fitness, is proposing to occupy a tenant space in the multi-tenant building known as Oak Park Plaza, which is located just south of the new Cub Foods at 109th Avenue and University Avenue. According to the Zoning Ordinance, recreational facilities and uses such as this require a conditional use permit.
Anytime Fitness will occupy 5,000 square feet of the multi-tenant building. The floor plan for the building indicates that there will be cardio and weight machines, free weights, and a tanning area available for the patrons. At any given time there are generally no more than 30-40 people in the gym at one time, including peak times. All members will have access to the fitness center 24 hours a day and 7 days a week by using their membership entrance key.
The City uses a parking ratio of one stall per 300 square feet of floor area for fitness centers. The submitted site plan identifies adequate parking in front of their proposed location.
The attached narrative has additional details on the proposed operations plan. The building and site meet all current zoning code requirements as part of the Oak Park Plaza redevelopment.

WHEREAS, an application has been filed by Anytime Fitness as Conditional Use Permit Case File No. 16-0044; and
WHEREAS, the Blaine City Council has reviewed said case on October 20, 2016.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a Conditional Use Permit is hereby approved per Section 30.14 (b) of the Zoning Ordinance to operate a fitness club of up to 5,000 square feet based on the following conditions:
1. All signage, permanent or temporary, requires a separate permit and must meet the requirements of the Zoning Ordinance.
2. The applicant must obtain a Certificate of Occupancy from the Building Fire Department prior to occupying the space.
3. Any expansion to the size of the facility requires a CUP Amendment.
4. Applicant to operate the fitness center consistent with their attached narrative.
PASSED by the City Council of the City of Blaine this 20th day of October, 2016.
