Executive Summary

A Limited Use Permit (LUP) between the City of Blaine and Minnesota Department of Transportation (MnDOT) is required for the placement of the city monument sign on the southeast corner of TH 65 and 89th Street.

 

Background

The City of Blaine has been working to update city monument signs throughout the community. In 2022, the monument sign on the southeast corner of TH 65 and 89th Street is scheduled to be updated. The sign falls in existing MnDOT right-of-way and MnDOT allows these uses in their right-of-way as long as the municipality enters into a LUP which will state the responsibilities of both parties.

 

Upon execution of the document, the City will proceed with receiving bids for the sign. Given the cost, an approval on the expenditure will come before the EDA. It is a budgeted 2022 expense.

 

Staff Recommendation

By motion, approve the Resolution.

WHEREAS, the City of Blaine intends to construct a monument sign on the southeast corner of Trunk Highway 65 and 89th Street NE which would be located in State of Minnesota Department of Transportation (MnDOT) right-of-way;

 

NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council enters a Limited Use Permit No. 0201-0105 with the State of Minnesota, Department of Transportation for the following purpose:

 

To provide for maintenance and use by the City of Blaine upon, along and adjacent to Trunk Highway No. 65 and the limits of which are defined in said Limited Use Permit

 

BE IT FURTHER RESOLVED, that the Mayor and the City Manager are authorized to execute the Limited Use Permit and any amendments to the permit.
