Executive Summary
The City Council discussed the Aquatore Park Shelters Replacement Project at the May 10, 2021 Council Workshop. Council consensus at the Workshop was to move forward with the project, advertise for bids, and amend the Parks CIP as necessary.
Background
Bids were received electronically at 10:00 AM on June 8, 2021 for the project. A total of 13 bids were received ranging from $289,411.81 to $418,505. The Engineer’s estimate for construction and three lowest bidders are as follows:
Engineer’s Estimate - Construction Cost $314,633.00
Ebert Construction $289,411.81
Do Right Construction $306,599.00
Pember Construction $309,592.50
Bids were checked and tabulated and it has been determined that Ebert Construction of Corcoran, Minnesota is the lowest bidder. The Parks and Recreation Division has worked with Ebert Construction on previous contracts. Staff recommends the low bid be accepted and a contract entered into with Ebert Construction Company.
Additionally, three quotes were received for the electrical contract work to power and light both shelters. The Engineer’s estimate for the electrical work is listed below with the three quotes.

Hunt Electric $34,000
Staff recommends the low quote be accepted and to enter into a contract with JM Electric. City Council is also asked to approve a 10% contingency for the project to bring the total project budget to $336,723. The funding source for this project is the Parks Capital Improvement Plan. Council consensus when discussed at the May 10 Workshop was to amend the Parks CIP budget for this project to $350,000. Sufficient funds exist in the Parks Development Fund to fund this project.

Board/Commission Review
This project was approved in the 2020 Parks Capital Improvement Plan budget. The Park Board voted to recommend to the City Council to proceed with the shelters and amend the Parks Capital Improvement budget to $350,000 for the cost of the shelters and the consulting fees. The recommendation came at the April 27, 2021 Park Board meeting. The project would be funded with park dedication fees from the Parks Development Fund. The fund has adequate reserves to finance the project, but the CIP will require an amendment.
Staff Recommendation
By motion adopt the motion accepting the bid from Ebert Construction for the project and adopt the resolution amending the Parks CIP budget.

Electrical Services Quotes
Body
WHEREAS, sound budgeting principles promote appropriating necessary funds required to accomplish approved objectives; and
WHEREAS, sound budgeting principles also promote providing for contingencies and unforeseen emergencies so as to not prevent objectives from being met; and
WHEREAS, appropriations were made in 2021 sufficient for anticipated activity within the Parks Development Fund for the Aquatore Park Shelters Project; and
WHEREAS, the cost of the materials and labor to complete the Aquatore Shelters Project have increased significantly in the post-COVID-19 pandemic economy; and
WHEREAS, the COVID-19 pandemic hit Minnesota in March, 2020; and
WHEREAS, the State of Minnesota took action to mitigate the spread of the pandemic, including the closure of certain businesses and activities; and
WHEREAS, funds are on-hand and available for in the Parks Development Fund for this project.
NOW THEREFORE BE IT RESOLVED that the City Council of Blaine amends the 2021 Parks Development Fund, increasing the appropriation for the Aquatore Shelters Project from $240,000 to $350,000.
