Executive Summary
The City Council approved plans and specifications and ordered advertisement for bids for the 99th Avenue NE/101st Avenue NE Rehabilitations project on April 5, 2021 with Resolution 21-059.
The project will reconstruct the following streets:
• 99th Avenue from 101st Avenue to Trunk Highway 65
• 101st Avenue from 99th Avenue to University Avenue
Background
Bids were received electronically at 10:00 AM, May 4, 2021, for Project No. 21-08. A total of seven bids were received ranging from $1,171,778.15 to $1,420,025.50. The Engineer’s estimate for construction and three lowest bidders are as follows:

Bids have been checked and tabulated, and it has been determined that Asphalt Surface Technologies Corp. of St. Cloud, Minnesota is the lowest bidder. The Engineering Department has worked with Asphalt Surface Technologies Corp. on previous contracts. Staff recommends the low bid be accepted and a contract entered into with Asphalt Surface Technologies Corp.
City Council is also asked to approve a 10% contingency to bring the total project budget to $1,288,956.00. The funding source for this project is assessments, Public Utility Funds, City Pavement Management Program funds and Municipal State Aid System funds, and there are sufficient funds to cover these costs.

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 21-08, said bids were received on May 4, 2021, electronically opened and tabulated according to law, and the following three lowest bids were received complying with the advertisement:

AND WHEREAS, Asphalt Surface Technologies Corp. of St. Cloud, Minnesota is the lowest responsible bidder.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. The Mayor and City Manager are hereby authorized and directed to enter into a contract with Asphalt Surface Technologies Corp. for the designated improvements in the amount of $1,171,778.15.
2. A 10% contingency is hereby approved to bring the total project budget to $1,288,956.00 and the Director of Public Works is hereby authorized to sign all change orders up to the authorized project budget amount.
3. The City Clerk is hereby authorized and directed to return forthwith to all bidders the bid bonds submitted with their bids, except the three lowest bidders. When a contract is duly executed, the bid bonds of the two remaining unsuccessful bidders will be returned. The bid bond of the successful bidder will be retained until the performance and payment bonds have been executed and approved, after which the bid bond will be returned.
