ORDER IMPROVEMENT AND ORDER PREPARATION OF PLANS AND SPECIFICATIONS FOR THE PAVEMENT MANAGEMENT PROGRAM - 2014 BITUMINOUS OVERLAY, IMPROVEMENT PROJECT NO. 14-01
Background
Notice for this hearing has been published and mailed. An informal open house meeting was held on March 18, 2014 and four property owners attended. The proposed improvements for this project include a 1½ inch bituminous overlay, edge milling, spot curb replacement and appurtenant construction on various city streets. The estimated total cost of the project is $412,500.00 with $152,835.74 proposed to be assessed over a five year period. The proposed assessment rate is a flat rate of $539.00 per residential lot unit or $10.77 per front foot for parcels zoned commercial/industrial and multi-family residential. The remaining portion of $259,664.26 is proposed to be paid from the City's Pavement Management Program funds. The project is necessary, cost-effective, feasible, and will result in a benefit for the properties proposed to be assessed.

Recommendation
Conduct public hearing and, by motion, approve the resolution.
Body
WHEREAS, Resolution No. 14-038 of the Blaine City Council, adopted on the 6th day of March, 2014, ordered a public hearing on the proposed project; and
WHEREAS, the required notices were published and mailed to benefiting property owners, and the public hearing was held on the 3rd day of April, 2014, at which time all persons desiring to be heard were given an opportunity to be heard.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. Such improvements are hereby ordered as proposed in the Feasibility Report, which was accepted by Resolution No. 14-038 adopted on the 6th day of March, 2014.
2. The City Engineer is hereby designated as the Engineer for this improvement and is directed to prepare plans and specifications for the making of this improvement.
3. The contract shall be awarded no later than April 2, 2015.
